Health food refers to food that is suitable for specific people to eat, has the function of regulating the body, is not for the purpose of curing diseases, and does not cause any acute, sub acute or chronic harm to the human body. The health food has many kinds of health care functions such as helping to strengthen immunity, relieving physical fatigue, helping to fight oxidation, helping to improve memory, helping to improve sleep and so on.

With the improvement of people's living standards in recent years, the health food industry has flourished. In order to promote the development of the industry and speed up the launch of products, the new Food Safety Law first proposes a registration and filing system for health food, and the product approval is changed from the previous registration system to a dual-track system of both registration and filing. Manufacturers need to make adjustments in product research and development, product testing, material declaration, etc., to adapt to the changes in new laws and regulations, and to ensure the smooth launch of products.

On October 31, 2017, the State Food and Drug Administration issued a notice on regulating special food verification and evaluation work (No. 168 of 2017), stipulating the filing management of technical institutions that undertake verification and evaluation such as product inspection, safety and functional verification and clinical trial related to the registration or filing of special foods.
