Pesticides are both beneficial and harmful. Modern agriculture uses pesticides to control diseases , insect pests and regulate the growth of plants to ensure stable and high yield in agriculture. However, after pesticides are applied, their residues will remain on the surface and inside of food, which may cause personal injury such as food poisoning. The following problems exist in the use of pesticides in China: the structure of pesticide products in China is unreasonable, and there are many highly toxic pesticides; the level of pesticide application technology is low, farmers lack safety awareness, and the pesticides are used indiscriminately; crops are not harvested according to the safety intervals; laws and regulations are not impeccable; monitoring capability for pesticide residues is insufficient, etc. Pesticide residue is a food safety issue that the media and consumers are generally concerned about.

Laws and Regulations Basis

Currently, China's pesticide-related laws and regulations include the Agricultural Law of the People’s Republic of China, the Agricultural Product Quality and Safety Law of the People’s Republic of China, Regulations on Pesticide Management of the State Council of the People’s Republic of China, Announcement on Prohibition and Restriction of Pesticides of the Ministry of Agriculture, Guidelines for Reasonable Use of Pesticides(GB/T 8321) and Food safety national standard Maximum Residue Limits for Pesticides in Food(GB 2763).
The Title 21 "Food and Drugs" Chapter 9 Part 346a of the United States Code of Federal Regulations (CFR) stipulates the principle of pesticide residue tolerance and residue tolerance exemption. In addition, the US FDA has established an action level for unavoidable pesticide residues in food and feed, which is published in the FDA compliance policy guide (CPG Sec.575.100).
The European Union promulgated the Parliament and Commission Regulation No. 396/2005 on the Maximum Residue Standards of Pesticides in Plant and Animal Derived Food and Feed in May 2005, requiring EU member states to implement uniform maximum pesticide residue standards and implement a uniform standard of 0.01 mg/kg for pesticide residues that have no specific limit and are not the exempted substances.
