Introduction to Brazil ANATEL Certification

Brazil ANATEL certification is designed for telecommunications products. All telecommunications products and accessories must be certified by ANATEL before they can be legally commercialized and used in Brazil.
There are two types of ANATEL certification: mandatory and voluntary. Its approval procedures are the same for domestic and foreign products. If the product is subject to mandatory certification, the product test results and test reports must be consistent with the rules and regulations adopted by ANATEL. The certificate of authorization issued by ANATEL is required before the product can be put into use.

Certification Procedure

The customer submits the samples and files to the local laboratory in Brazil;

The local carries out the sample test and then issues the test report

The qualification issuing institution shall review the test report and issue the ANATEL certificate

ANATEL Certification Mark

Products must have a signboard containing the following information: ANATEL mark, certification number, manufacturer name, date of manufacture, model, serial number and registration number of distributor.

Notices for Certification

All products on ANATEL's published list shall be certified.

ANATEL currently has no direct certification body in China, and all certification must be completed in Brazil;

The applicant and holder of ANATEL certification must be the local Brazilian enterprise which may be a subsidiary, importer, distributor or authorized agent of the manufacturer in Brazil;

Operating Manual, installation instructions and warning signs must be in Portuguese. Other documents can be in English;

Products must have a signboard containing the following information: ANATEL mark, certification number (bar code), manufacturer name, date of manufacture, model, serial number and registration number of distributor.

According to the requirements of ANATEL, the specially- specified label shall be affixed to the battery. Such label cannot be printed by the manufacturers themselves, but must be purchased by local Brazilian distributors from Brazilian authorities.

Certification Introduction

COFETEL, Comisión Federal de Telecomunicaciones, the Federal Telecommunications Commission of Mexico, is both the certification name and the regulatory body. All products access to the Mexican public telecommunications network and radio equipment (including most digital products) shall be certified by COFETEL. There are two types of COFETEL: temporary and permanent.
In September 2013, COFETEL was replaced by the IFETEL (Federal Telecommunications Institute).Since then, IFETEL has been responsible for all the tests and type approval processes required for all imported telecommunications equipment in Mexico, and COFETEL will no longer exist. For the terminals which had finished the type approval through COFETEL, IFETEL will retain the same numbering system for the parent model and the approved certificate number of same series.

Mark Requirements

All products approved by IFETEL shall be identified as follows:

For wireless products, the mark is "IFETEL: xxxxxxxxxxxx"

For main units containing approved modules, the mark is: "This product contains an Approved module, Model No. xxxx, IFETEL No. xxxxxxxxxxxxx"

More than 2,000 types of products sold in Mexico must have the NOM mark-Mexican product safety mark. According to Mexican law, the holder of NOM certificate should provide the information about a company registered in Mexico as collateral for potential safety and health problems of the product.
NOM mark is a mandatory safety mark in Mexico. The NOM mark is attached to the product to indicate that the product meets the relevant standards.NOM mark is applicable to most products, including telecommunications and information technology equipment, household appliances and gas appliances, lamps and other products with potential health and safety risks. The NOM standard setting involves in the following areas: safety, health, environmental protection, communications, information and energy efficiency. The product test report must be issued by the laboratory accredited by the Mexican Laboratory Audit Organization and submitted by the accredited laboratory to the Mexican authorities concerned to issue the certificate. The certificate is valid for one year.

There are two notify bodies in Mexico that issue NOM Mark:

NOM NYCE:Certification covers all electronic and information products and data processing equipment, except household appliances (except microwave ovens).

NOM ANCE:Certification covers all electrical appliances and similar products (such as household appliances).
