According to the Interim Measures for Energy-saving Assessment and Review of Fixed Asset Investment Projects, energy-saving management shall be strengthened for fixed asset investment projects. For fixed-asset investment projects that fail to conduct energy-saving review in accordance with the provisions of the Measures, or fail to pass the energy-saving review, the project approval and approval authority shall not examine or approve them, the construction unit shall not start to construct them, and the completed ones shall not be put into production or use.
Energy-saving assessment is the analysis and assessment of the scientificity and reasonability of energy use in fixed asset investment projects to propose countermeasures and measures to improve energy efficiency and reduce energy consumption, and provide a scientific basis for project decision-making.
